A bill that requires any school that teaches the scientific theory of the Creation of Man to give equal time to the creation theory.
On February 9, 1977, Representative Horace Daggett introduced House File No.154. This bill was referred to the Committee on Education and on February 18, this committee referred this bill to a sub-committee of the Committee on Education. This bill remained active throughout the first regular session of this General Assembly and on January 13, 1978, during the second regular session of the assembly, H.F. No 154 was transferred from this first sub-committee of the Committee on Education to a second sub-committee. One amendment was proposed for H.F. No. 154 and the bill remains in the second Committee on Education sub-committee as of February 16, 1978.

An Act relating to the teaching of the origin of humankind.
Be it enacted by the General Assembly of the State of Iowa:
Section 1. Chapter two hundred eighty (280), Code 1977, is amended by adding the following new section:
New Section. Creation of Humankind. If a public school district offers courses which teach pupils about the origin of humankind and which include scientific theories relating to the origin, instruction shall also include consideration of the creation theory as supported by modern science.
This bill requires public schools which teach scientific theories of origins to also include instruction concerning the creation theory.
PROPOSED AMENDMENT TO HOUSE FILE NO. 154
Amend House File 154 as follows:1. Page 1, by striking lines 3 through 7 and inserting in lieu thereof the following:
"New Section. The board of directors of each public school district shall incorporate into the educational program the study of the science of natural law, relating to the divine, orderly creation of the universe as referred to in the declaration of independence of the United States of America."
2. Amend the title , line 1, by striking the words "origin of humankind" and inserting in lieu thereof the words "creation of the universe".
