Ohio, 1974 - SB 446
A bill amend the Revised Code to give equal time between evolution and all "major theories" of "the origin of life or the universe."
During the 110th General Assembly, Regular Session, 1973- 1974, Senator Headley introduced Senate Bill No. 446. This bill was referred to the Education and Health Committee where it remained. S.B. No. 446 was not presented for further consideration to the Senate.
SENATE BILL NO. 446
To amend sections 3301.07 and 3313.60 of the Revised Code to require the State Board of Education to encourage teachers to present all the major theories concerning the origin of life or the universe.
Be it enacted by the General Assembly of the State of Ohio:
Section 1. That sections 3301.07 and 3313.60 of the Revised Code be amended to read as follows:
Section 3301.07. The state board of education shall exercise under the acts of the legislature general supervision of the system of public education in the state of Ohio. In addition to the powers otherwise imposed on the state board under the provisions of the law, such board shall have the following powers:

(f) It shall encourage teachers in all fields, when teaching the origin of life or the universe, to present all major theories, including those of creation and evolution.

Section 3313.60. Boards of education of county, exempted village, and city school districts shall prescribe a graded course of study for all schools under their control subject to the approval of the state board of education. In such graded courses of study there shall be included the study of the following subjects:

Teachers in all grades, when teaching the origin of life or the universe, shall be encouraged to present all major theories, including those of creation and evolution, to stress that these major theories are not established facts, and to accord them proper treatment in time, emphasis, and attitude so as to protect the rights of all students.
