On February 18, 1927, Representatives Adrian Coleman of Greene County and John E. Coates, J r., of Pulaski County introduced House Bill No. 440. This bill was referred to the Committee on Education which reported back to the House on February 23, 1927, with a recommendation that H.B. No. 440 should pass. H.B. No. 440 was placed on the House calendar but was not presented for further consideration by the House of Representatives
